Give an agent the narrowest corpus that answers its question
Full-corpus access made answers worse, not better — relevant records were crowded out by plausible ones.
The record
Granting every agent the whole corpus was tried on the assumption that more context helps. It did not: a sales question retrieved engineering records that shared vocabulary, and the agent used them. Scope reads to the layers that bear on the agent's work and let it escalate for more. This is a quality argument before it is a security one, which matters because the security argument alone tends to lose to convenience.
