Split phases where they can be verified, not where they are equal in size
Evenly sized phases produced plans whose middle could not be checked until the end.
The record
Balancing phases by effort felt tidy and left the operator with nothing to confirm for days at a time. Phases are now cut at the points where something observable exists — a route that renders, a build that passes, a number that appears. An uneven plan whose every phase can be checked beats a balanced one that cannot.
